what does milky oil mean in my lawn mower engine?

I have a 21 hp john deere riding lawn mower and the oil is like a milky color. I have been checking the oil regularly and it has been fine. Until this last time I started my lawn mower up and it would only run if I left the choke on. So I then turned it off and checked the oil and it was all milky. this didn’t make sense to me because it is air cooled. Anyway, I drained the oil and replaced the oil filter and ran clean oil through the engine. I then started the mower up and let it run. I checked the oil after I let it run and it was milky again so I have no idea what is going on. It still will not run without having the choke on so any advice on this would be good.

Moisture. If this is this a water cooled engine, you’ve got water leaking into the crank case. If it’s air cooled then someone put water in the crank case. My son did that to a relatives car years ago, playing ‘gas station’ with the garden hose. Good Luck.
