96 ford f150 half ton with dual fuel tanks runs fine then starts lugging. Switch between tanks and it runs ok?

The truck will run fine for a few minutes, then start acting like it is starving for fuel. I switch from front to rear tank and the problem instantly goes away for a few minutes. When it starts lugging again, I just switch it back to the front tank and it runs fine. I have put a new fuel filter on, but it has not resolved the problem. I don’t know if its both of the fuel pumps going bad or possible the pressure regulator.

Might be a problem with the crossover valve that switches from one tank to the other not opening all the way or clogged partially.
